In a large game when there is a proposal to end the
game, it is possible for that proposal to pass with
only a haldful voting for, and the majority
abstaining.  The abstention is because they do not
notice the vote.

This makes it easy to abuse the rules for one player
to end the game before the others have agreed that it
is over.  In other votes, you can reverse it, but end
game cannot be reversed.  I wonder if the threshold
for irreversable votes passing should be raised?
