Playing Freeciv v1.14.2 on Windows, with GTK2 client.
Binaries found on

Windows version is 2000 Pro with SP4 (English).

With French (France) locale set in Windows control panel, when clicking
on a city to display the detail, there is no title in the titlebar. When
many windows are open, ther is no way to know which city we're dealing with.

When French (Switzerland) is set, no problem... The title displayed
becomes "Cityname - 4'960'000 - celebrating".

I've found that the problem comes from the thousands separator. In
French France, the character for thousands separator is the unbreakable
space (Latin1 code = 0xA0). When I change the registry key
HKEY_CURRENT_USER\Control Panel\International\sThousand with a simple
space or a single quote, or nothing at all, everything is OK.

This problem didn't exist with win32 client v1.14.1.
