[Freeciv-Dev] (PR#12542) Server suggest declaring war when I cannot really attack

  When I try to attack with explorer (attack strength 0, cannot attack) 
and am not in war, server says that I should declare war first. This can 
be considered minor newbie unfriendliness as they may declare war only 
to find out that their unit still cannot attack.
