hi.  this is NOT the case.

I have discovered a way to resolve this however!

Previously I have been using the "civ" script in the build directory to run 
the client.

When I started the server and client seperately both of these problems are 
resolved.

Maybe there is a difference in the way the server is being started somehow??

SCENARIO 1: Use civ to start both client and server.
RESULT: Bugs above are triggered

SCENARIO 2: Start server manually, then use civ script to start the client
RESULT: Works fine.  Fortify works.  Meet with players works.

SCENARIO 3: Start server and client manually.
RESULT: Works fine, etc.

One more thing that I noticed is that in Scenario 1 right after I click OK to 
load my save game it shows a list of Nations that are available and there's a 
Start button to click.

Below that is a text field which shows a series of commands being sent to the 
server.  It seems like each command is taking a REALLY long time to process 
(ie. 3 seconds for a /list command on my localhost).  This machine is a 3ghz 
P4 512mb and not much else is running... ;)

Don't know if that's related...
