I don't understand what's micromanagement here.

My idea wipes out a building (coastal defense) and replaces it with a
new capability for units that already exist (auto-bombard passing
fleets).  The new capability is fully automatic: there's no decision for
anyone, no active anything -- cf.  diplomats in a city.  In fact, it
removes the micromanagement inherent in building a ship and sending it
out to sink the enemy.

Introducing the concept of bombardment would be a somewhat major change.

For the SAM site, well, I haven't thought that through.
