In the last few games I've played online with 2.0.0,
it seems that frigates and fighters are much too
powerful.  Both render the land units of their time
(musketeers and riflemen, respectively) obsolete. 
Frigates occur before shore defences, and when
fighters are invented the only countermeasure is other
fighters, or defesive units on mountains.

Both frigates and fighters should be mobile firepower
-- quick to arrive at the scene, able to strike where
they please, but not able to clear out numerous
defenderes from a hardened location.  As it is you can
take over someone's empire with a bunch of a fighters
and a marine or two.

Any thoughts? :)
