I think freeciv@xxxxxxxxxxx mailing list is always a good place to discuss
Freeciv in general (besides the technical stuff), including feature
requests, wanted rule changes and so on. 

I think it is a bit unlucky that nearly everything goes to the dev list;
people that want to discuss game questions are forced to subscribe to 15
MB/month coding stuff and get through. They don't. They keep away.
