I think the complaint is that there's no confirmation dialog before 
anarchy begins.  This was recently fixed in the gtk2 client but may 
still be a problem in the win32 client.

It's possible/likely there is some outdated documentation out there - 
especially with translated documentation.  Without knowing where the 
problem is there's no way to fix it though.
