This must be a very recent change, after I rewrote the help for that. It
used to be Shift-C, with a popup for choice.

I also think that Shift-Ctrl is bad.

I recently made a proposal for the keys.

Baseline of it is, use Shift-keys for unit commands, Ctrl-keys for open
dialog and other functions.

With that, there is a solution for the above case:

  Ctrl-Shift-R --> Shift-R (road)
  Ctrl-Shift-L --> Shift-C (rail)
  Ctrl-Shift-I --> Shift-I (irrigation)

Note 1: If we change it or not, the help on keys should be updated for S2_0

Note 2: There is no feedback for the connect. No other cursor, no text, no
icon, from what you could tell which connect it is not even distinguish from
goto. Interestingly, the number of turns to target reflects it (good!).
