A vote should have more 'yes' than 'no' to pass.

How can this happen? When I issue a (voted) command, this should give the
first 'yes'. Or have the person been cut off? What about those votes? Should
they count?

And, are you allowed to vote, if you have a connection, but do not control a
(human?) player? If yes, can one cheat with that?
