- Get a game where you have embassies with more than one player.
- Open players dialog.
- Pop up intelligence for one nation.  It works.
- Pop up intelligence for another nation.  Nothing happens.

This is buggy because there's no feedback for the user; he just sees
that his command does nothing.  If only one intelligence dialog is
allowed at a time then trying to bring up a new one should replace the
old one (currently the old one just sits there) - so the window doesn't
change but its contents do.

I suspect this is indicative of a lack of any updating for the inteldlg...
