[Freeciv-Dev] (PR#11333) do they want peace or not?

I'm the Greeks, allied with everyone else.

1.  "Livia has attacked your ally Batu!  You cancel your alliance to the 
aggressor."

2.  "Livia cancelled the diplomatic agreement!  The diplomatic state 
between the Greeks and the Romans is now Peace."

3.  "*Livia (AI)* Greetings friend, may we suggest a joint campaign 
against Batu?"

4.  Now Livia makes a proposal of alliance to me.  However they give a 
thumbs-down to this proposal!
