CVS HEAD and CVS S2_0. Xaw client.
When your client is not in UTF-8 locale (*), when you choose some nation,
you can get leader name with none-ascii letters. You would be notified
about using only ASCII chars. But this notify would be shown in log place,
which is located in _inactive (and non-sensitive, and overlapped) at
this time_ window.
