I usually use /set researchcost=40
If I continue playing, I will get advances before I have collected 
the amount of research actually needed.
However if I first save the game in the first turn, then quit and 
reload it again, it will work ok.
Hope you understand what I mean.
I use the win32 binaries, version 2.0.0 beta 4, but this bug has been 
around for a good while.
