This change is wrong.  "5 turn ceasefire" is correct in English.

However I can see that with the way translations are done this makes the 
PL_() useless.  So is the PL_() wrong?  Would some languages have 
different forms?  In that case the only way to fix this is to add an 
English translation!  Or I suppose PL_() could be extended to support 
the Q_() behavior.
