I *thought* that the mapgen code recalculated continents while treating
arctic regions the same as ocean.  This should prevent just about all
polar start-position placement even without any other checks. Maybe this
uses the dangerous-terrain flag though in which case it wouldn't work
for civ1/civ2 rulesets.
