Hi,

I have discovered another bug in freeciv.

the AI is building many transport ships (about 20 for a AI civilization of 30 
cities)
the problem is that tha AI has nothing to transport in it, and then it has a 
couple of ships (say 3-4) navigating together from one direction to another 
(seem like a patrol command or something like that !)

the trouble is that the AI should not build so much ships and reuse the same 
ships to go from one island (mother island) to another (island to conquer)
