Well, _human_ player got the crash while goto'ing fregate before.
From #freeciv:

handle_tile_info: Assertion `unit_list_size(&ptile->units) == 0' failed.
<alexx_> if i remember well, i had a frigate sentry near a cost
<alexx_> i clicked on the frigate, then press G for goto and then click
on the other player city to kill him
<alexx_> then crash..
