[Freeciv-Dev] (PR#10425) translated strings and the next release

Before the first beta for the next release, we should finalize most 
translatable strings.

Unfortunately this is far from complete.  Many LOG_NORMAL strings are 
not translated.  And many server setting strings need to be edited or 
written (every server setting should have a short and a long helptext).

Any help with this would be appreciated, either in the form of a patch 
or just a list of things that need changing.
