If you run /hard twice in a row, you get:

Player 'b' now has AI skill level 'hard'.
Default AI skill level set to 'hard'.
Player 'b' now has AI skill level 'hard'.
Default AI skill level set to 'hard'.

which seems spurious.  These messages should only be given when the 
difficulty level is changed IMO.
