[Freeciv-Dev] (PR#10134) another gtk2 panel error

In the crap.png screenshot attached, you can see a drawing error in the
panel.  It's not immediately clear what's causing this but the result is
clearly bad.

The immediate cause is that the messages dialog has covered the right
half of the panel, causing a redraw.  The left half is not redrawn and
is drawn differently.  When I drag the messages dialog over the rest of
the panel then things fit together again, as you can see in the
better.png screenshot.

It looks like the underlying cause is an error with the nation name
causing an inconsistent panel resizing.  In the first screenshot the
"Danish" string is above the info text box.  In the second screenshot it
has become part of the info text box.  I'm not sure what could cause
this but it's surely a bug in our code handling these widgets.
