  Since there is only one Freeciv.h, one in builddir, there is no risk 
of selecting wrong one from srcdir with "header.h". So this patch can be 
applied before #8164.
  And then we come to that #8164 will prevent <header.h> from working 
with freeciv headers, so actually this patch _have to_ be applied before 
#8164.
  But FYI, I've just found some problems in #8164 approach that may 
prevent us from ever using it :-(
