Possible...and maybe better than shared.c.  However:

1.  This algorithm may not always use Hamilton's method.

2.  The file would only be about 50-100 lines long, with little 
possiblility for moving more code in.

Nonetheless a new file does seem to be warranted, it just needs a 
slightly broader name.  Maybe distribute.c?  algorithms.c?  apportionment.c?

Any ideas?
