Ah-ha! It was the MinGW Tools package from BitWalk that I didn't have! Thanks for the help. After installing the Bitwalk tools I could compile it.

Yes, I know about that thread, but I still get the error about not
having zlib when using your build instructions on that thread. I think
perhaps I've got zlib configured incorrectly somehow and was hoping
Frank could explain in a bit more detail how he got his to compile using
zlib.

The MinGW tools from BitWalk I mentioned in that thread have zlib:

Are you certain you installed that package?
