The MinGW tools from BitWalk I mentioned in that thread have zlib:
    - gettext-0.11.5-2003.02.01-1
    - libiconv-1.8.0-2003.02.01-1
    - pdcurses-2.6.0-2003.07.21-1
    - bison-1.875
    - flex-2.5.4a
    - gperf-2.7.2
    - indent-2.2.9
    - libgw32c-0.4
    - libpng-1.2.4-1
    - libtool-1.5.4
    - openssl-0.9.7c
    - regex-0.12
    - termcap-1.3.1
    - texinfo-4.6
    - tiff-3.5.7
    - wget-1.9-1
    - which-2.13
->  - zlib-1.1.4
    - ctags-5.5.2
    - jpeg-6b
    - db-1.85 (built by bitWalk)
    - gmp-4.1.3 (built by bitWalk)
    - Zip 2.3 (built by bitWalk)

Are you certain you installed that package?
