That's not quite true. Northern Ireland is, AFAIK, part of Great Britain.

I'm not sure whether the ruleset refers to the modern or historical Ireland.
The city "Armagh" at least is located in Northern Ireland, which makes me
think its historical.

It is Freeciv policy not to include city names in the ruleset, which are
located outside today's borders of thet nation, for modern nations.

Same applies to the leader names. Can you check this?
