What about adding more sofisticated social energinering to the game?
Give a lot of small issues to deside for, and than let those issues have
an effect. Eg, Prefered sowftware devolopmentmodell = OSS, +1% science
:)
Other areas that shold be possible to change via social energinering
would be populationgrouth, commerce, production, corruption, etc.
Sevreral effects of one thing (bouth posetive and negative) shold also
be possible. 
Poletics shoulde be possible to be defined in the ruleset. (so more
controversial decitions also can be taken ;))
