Summary: in the GTK+-1.2 client having too many cities will cause the
city list in the diplomacy dialog to grow too long, making some cities
unavailable.

This was fixed in 1.14 but never in cvs HEAD.  So there's a patch for
the bug (written by Chris) but it's outdated.  No better solution is
going to be written, I think, so if someone will update the original
patch I'll commit it.
