I am testing our modpack capabilities, and making a modpack with two
sides: Human (Russian, Chinese, EU and US) and one Aliens nation. They
have separate tech trees, units and buildings (at the moment the aliens
have three units, one tech and a palace). The basic game concept is a
short and furious "find the alien nest and destroy it", where up to four
human players can cooperate against one alien AI player. Also possible
should be for a human to play the aliens instead of AI.

This is very difficult to arrange if we are less than four human players,
since nations are chosen randomly for the AI.

Actually, for any game where nation setup is important (nations are
substantially different), it would be very nice to choose them in pregame
instead of after, since nation selection is part of the game setup. If we
need to rely on players first agreeing on what nations each should choose,
we get an easy way to make "Oh, you choose wrong, now we must restart the
game" mistakes. Also players must calculate in how the AI will choose
nations.

This is not solved by scenarios, since then you do not get random map
generation and random start positions.
