Currently the manpages are included only inside the debian/ subdirectory 
which is unused and not distributed.  This means the man pages basically 
exist only within the debian distribution.

But I suspect we should always include these man pages.  Some bootstrap 
changes will be needed for this.  Should the go in a new subdirectory 
man/ or directly into the docs/ directory?
