Yes, this is the same without fullscreen mode. But I can't blame IceWM for
it, never seen this with other apps. Rather I see some inconsistency in
Freeciv's behaviour here, because sometimes is goes correct with the
windows, an sometimes not.

Fullscreen and a lot of windows isn't optimal anyway.
