 Since Raimar raported this yesterday, I looked for alternative
variables. Found no way to achieve anything like what we want with any
other variable. More complicated solutions would work, but it's not
worth the effort. I think that we have to just disable automatic
rebuilding of 'civ' & 'ser' completely. Simply remove whole
'nodist_noinst_SCRIPTS' variable from toplevel Makefile.am.
