It doesn't seem to work.  Although I'm testing it under wine; perhaps 
behavior is different inside windows itself.

When I connect to a nonexistant server with current cvs code, I get "no 
such file or directory" added to the chatbox.

When I do the same thing under your patch, an empty line is added to the 
chatbox.

FormatMessage is returning 0.  This means an error.  The error is with 
the LANG somehow.  It seems likely this is a problem with wine.
