I think that "Government" is a more appropriate term for this menu looking 
at what it has on it - Tax Rates, Find City, Worklists, Revolution - 
revolution and tax rates being particularly governmental. NB This is not 
government as in Despotism, Kingdom, Republic etc but government as in the 
people who run the country
