[Freeciv-Dev] (PR#8524) Duplicated code

I run http://pmd.sourceforge.net/cpd.html over the current CVS
version. It reject some files because of parse errors. Attached is the
output for gui-* dirs (freeciv2.types) and the rest (except the
generated files) (freeciv1.dupes).
