this came to mind last night.

Restrict the ability to build certain powerful and/or aggresssive units to
big cities. Starting with the gunpowder era, some units very useful for
attack in a given tech era get a flag "BigCity". They can only be built in a
city of size 7 or above. Possible candidates are riflemen, alpine troops,
cavalry, artillery, marines, armor, howitzer, *cruisers, battleship,
*missiles, stealth*.

As an enhencement, a flag "VeryBigCity" could be given to some of them
instead, which requires a city of size 11 or above to start production.

Gameplay: players are motivated to build bigger cities and maintain them
with settlers work and buildings to get an advantage in battle against
nations with approximately the same tech level.

Realism: powerful high tech units need more production and infrastructure
capabilities available only in big cities. Note that big cities stand here
for higher populated nations with better development as well.

Implementation: the resp. units can only be choosen in the city dialog if
the city has the appropriate size. When the city shrinks while producing it,
this has no effect. Some clever fallback algorithm is needed when a unit is
completed and cannot be produced any more, because the city has got too
small, to choose an appropriate replacement in worklist. A server option,
defaulting to off, controls whether the flags have any effect. So this can
be playtested on pubserver, reluctantly.
