The current rules say that units in a container may be seen iff they are
allied and the tile is seen.

The original suggestion was for an additional restriction: a unit would
have to be in the stack.  (I'm not sure what the exact logic is.  Does
the unit have to be in the transporter, or just somewhere on the tile?)

Are the current rules okay?  Should they be changed?
