Here's a preliminary ruleset for bombardment.
It's basically default ruleset with the following units given
"Bombarder" unit flags and bombard_rate values:
Catapult, Cannon, Artillery, Howitzer, Bomber, Stealth Bomber, Trireme,
Caravel, Frigate, Ironclad, Destroyer, Cruiser, AEGIS Cruiser,
Battleship, Carrier.
Issues:
-I'm not sure if air units should be given Bombarder status, since a
bombarder cannot attack unless it hasn't moved that turn, which means a
lot of parking next to units. Perhaps air units should be able to
bombard without using all their moves?
