Plural.

In the years cases, the phrase is simple "5 years".  Years is the noun 
and five is the adjective.  In the turns case, you can think of it as 
hyphenated: "five-turn".  It's a compound noun, I think.  The hyphenated 
form is never pluralized (though I wouldn't be surprised if there were 
exceptions).
