When the Freeciv 1.14.1 GTK+ 2.0 on Win32 client, as distributed
on ftp.freeciv.org, is minimized at the moment the game is /started,
the nations dialog refuses to show; but all input is blocked,
and the only recourse is to kill the application with the Windows Task
Manager (which means you can't join the game, and you can't even explain
the situation).
I have no idea whether this bug exists on other platforms.
