Perhaps a cost that is proportional to how far the tile is from
land?
Channel Tunnel from England to France not so hard, but a tunnel from
Liverpool to New York that has to cross plate boundaries, deep ocean
trenches etc?!

A stationary radar post (and later, some sort of buoy for placing
them at sea) that is not a unit but instead a tile improvement would
still be very useful.

Agree with you here, but there is also the question of why can't you
have oil wells far out at sea? The answer might be to just allow
founding cities at sea given suitable technology (approximate a big
oil platform venture as a size one city), but this is a bit
artificial since such a city would probably grow from the fishing
making a food surplus. In reality, oil platforms far out at sea
don't have an increasing population. :)
