I noticed that in the windows unstable build
(freeciv-win-cvs-Jan-13.zip) the autosettlers don't irrigate or mine,
only build roads, then pop off autosettler mode.

I think the problem is somewhere in evaluate_improvements() or
consider_settler_action(), as enabling the debug code in
evaluate_improvements() does show improved tile values that are higher
than the current tile values.

This is a bug, right? :)
