about :
 - a server option which let you set a chance
 - this chance is used to determine every turn if there is a civil war
 in the empire. This civil war will split the empire into two pieces.
 - the chance is adjusted depending on the number of cities and the
 goverment. This may be done in a non-linear way.



Such a feature could be interesting only if there is a way to manage 
the number of cities and the land control of the empire : 

- giving a possibility to disband a city in another way than building 
  a settler at size 1 or starving it (an order to city like "merge in 
  other city", the choice for other city depending on distance and 
  size for example) 

- giving a way to benefit something from the disbanded city (transfert  
  population to another city, sell automatically the improvments, keep
  control on ex-city radius for example)

- terrain control: if they  are a few big cities they should be able 
  to control more land in their radius and in the borders they define.

Also the number of cities should be easily known (currently only in
hapiness tab of city report)
