It's the latter, but Imperium uses a different (classic) concept for tech.
On a basic level a planet in Imperium and a city in Civ could be considered
the same. But there is no such thing as research in Imperium perse (as in
MOO style warp tech, X-laserse etc), just tech levels. Planets had certain
tech level which were pooled to form an imperial average tech level. You
could design ships with better armor/engines/weapons based on your avg tech
level. Afterwards you could build those ships on planets with a high enough
tech level.

In  mperium an empire consists of planets with their population/production
levels. You don't see it but all the planets produce and demand a number
of commidities which are bought and sold automatically. Planets will improve
as population/infrastructure and the amount of trade increases. The treasury
can levy taxes on trade for income or withdraw (plunder) wealth from the
planets directly (population won't be happy).

The concept of the Imperial treasury and planetary 
reasury is the key to understanding the way the economics of the game work.
 A planet's treasury is the total amount of money the planet has in its 'Bank'
and the planet cannot go overdrawn.  Unlike a planetary treasury, the Imperial
treasury can go overdrawn, attracting interest, which is shown as an 
increasingly
large negative value.  Some areas will affect the amount of money in the
Imperial treasury to a greater extent than others.  For example, ship building
and Imperial subsidies (like increasing the infrastructure or tech level
of a planet) require a lot of capital expenditure."
