Two thoughts:

1)  Someone mentioned the AI having trouble cause the'll build boats in
cities bordering lakes, another thing that occures to me is that cities
near lakes will allow you to build next to useless Harbors, which would be
a little tedious if you like to change all your cities to build something
in particular without checking every one... usually with Harbors, there's
a couple cities that won't really benefit, but not many.

Not a really big deal, but worth pondering.  Perhaps at least something to
make sure cities left to choose what they build won't be likely to choose
Harbor if they only have one ocian square.  (Or is there already some
catch mechanism for that?


2)  One other thought, it might be more asthetically pleasing not to limit
all the lakes to one tile.  A ~large gen 5 map heavily speckled with
1-tile lakes and never any 2 or 3 tile lakes might look a bit silly.
