Attached is a preliminary .diff file which enables the new Delta netcode in the 
win32 client.

Enables compiling, anyway.  I tested it for all of three seconds, using mingw 
to compile.

It was mostly done by commenting the old sends and copying and pasting the new 
dsends from 
the gui-gtk2 directory, so it's more than a little messy, I'll try to clean it 
up later.
