I had some tests with veteran patch and here are some observations.

When reaching level elite2, units seems to systematically lose all their
capabilities:
Clads die against warriors, settlers don't work anymore. Note that
elite2 settlers stay indefinitely doing their task and continue to gain
more vet levels.
(attack michoacan with the elite2 clad near it)

Sun Tzu, sometimes doesn't give vet status to ships after their 1st
combat (not systematic):
(attack Tuxpan with the destroyer into Bear Paw)

Paths sometimes become completely silly (not systematic):
(move one of the hardened clads in Killdeer Knee to 38,17)

I'm not sure I applied the patch correctly. I did it on yesterday's cvs
version and had to manually paste do_make_unit_veteran in
server/citytools.c
