If I am so stupid that I pull the plug on a city with going-to-be illegal
units in it, then I should be punished by losing these units. Working out
elaborate schemes to cater for such extremely rare situations is a) not a
good use of code, b) very hard-to-find-bug prone, and c)
counter-intuitive anyway.
