All of the existing data files are in latin1, and there is currently no
support for changing charsets.  Even running Freeciv in a UTF-8 locale
will fail unless you have the proper workaround patch (included in 1.14.1).

We'd like to change this in the future, but it will take some core
changes.  See PR#1824.
