I don't think this patch is so useless.  I think your first step should 
be to get freeciv to work if you change CITY_MAP_SIZE and recompile. 
There are probably a lot of hidden places out there that will need 
changing (again I point out the city dialog).

Only after that is done does it make sense to work on making the arrays 
dynamic.
